Activities
As head of British intelligence in Russia 1916, he helped instigate the February Revolution regime change against Tsar Nikolai II. When the Bolsheviks took power six months later, he was active in organizing an attempted counter-revolution.
As head of British intelligence in Italy 1917-18, he started the operation that would soon install the fascist government of Benito Mussolini in 1922.Template:Cn
