Operation Gladio was a NATO stay-behind network in Italy, later used as the common name for similar programs across Western Europe during the Cold War. Parliamentary and judicial inquiries established that the structure existed, that it was known to NATO and national intelligence services, and that parts of it intersected Italian political violence and the strategy of tension. The record is incomplete; the existence of the program is not.
