Aide to Dick Cheney and part of the neoconservative capture of the US policy-intelligence apparatus in the run-up to the 2003 invasion of Iraq. Attended the 2004 - 2007 Bilderbergs presumably as his representative. | |
Dr. William J. Luti is former a U.S. Navy officer who was a Special Advisor for National Security Affairs to Dick Cheney when he attended four Bilderberg meetings[1]. He was agent of the neoconservative cabal that captured the US policy-intelligence apparatus in the run-up to the 2003 invasion of Iraq.
Education
Luti received his bachelor's degree from The Citadel, a master's degree from the U.S. Naval War College, and a masters in law and diplomacy and a PhD in international relations from Tufts University's Fletcher School of Law and Diplomacy.[2]
Career
He worked for 26 years as a naval officer and naval aviator in a wide variety of operational and policy positions, including on the Chief of Naval Operations Executive Panel; and the CNO's Strategic Studies Group.[1]
When Dick Cheney was Secretary of Defense in the early 1990s, Luti was his aide.[2]
He was military aide for Speaker of the House Newt Gingrich during the Clinton years.[3] His time there, in part spent working on legislation related to arming and training Bosnian Muslims, again brought him into contact with interventionist conservatives.[4]
After that, Luti worked as an aide Vice President Dick Cheney,[2] and attended four Bilderberg meetings likely as Cheney's representative. He worked at the White House as the special assistant to President George W. Bush for defense policy and strategy on the National Security Council staff.[1]
The whistleblower Karen Kwiatkowski wrote, "From May 2002 until February 2003, I observed firsthand the formation of the Pentagon's Office of Special Plans and watched the latter stages of the neoconservative capture of the policy-intelligence nexus in the run-up to the invasion of Iraq." The "seizure of the reins of US Middle East policy was directly visible to many of us working in the Near East South Asia Policy office, and yet there seemed to be little any of us could do about it. All this happened under the watch of Bill Luti, the deputy secretary of defense for NESA, and went up and down the chain of command."[3][5]
Kwiatkowski also wrote that "Co-workers who had watched the transition from Clintonista to Bushite shared conversations and stories indicating that something deliberate and manipulative was happening to NESA. Key professional personnel, longtime civilian professionals holding the important billets in NESA, were replaced early on during the transition. Removing such a critical continuity factor was not only unusual but also seemed like willful handicapping."[3]
Luti was known at times to treat his staff, even senior staff, with disrespect, contempt and derision. He also didn’t take kindly to staff officers who had an opinion or viewpoint that was off the neoconservative reservation", he exception being his nominal subordinate Abram Shulsky. "In an official meeting in the preparation for the 2003 attack on Iraq, Luti openly called Marine General, former Chief of Central Command, and Middle East envoy Anthony Zinni, a traitor for having reservations about the march to war.[3]
After leaving the George W. Bush administration, Luti joined Northrop Grumman as a vice president of one of its information divisions.[6]
In retirement, he became President for Strategic Implementation of the Hudson Institute.[1], shilling for more wars in corporate media.[7]
