Rafael Hoyos Rubio was a Peruvian general who was a member of the nationalist (third way) government of General Juan Velasco Alvarado. He later became Commander in Chief of the Peruvian Army from December 5, 1980 to June 1981, when he died in a helicopter crash, presumed to be an assassination by the CIA; the third "aircraft accident" that year after the deaths of Panamanian leader Omar Torrijos and Ecuador's president Jaime Roldós.[1][2]
Education
In 1955 he entered the Chorrillos Military School. Afterwards he did Tactical advanced training courses at Fort Gulick, Panama, and Advanced Infantry at Fort Benning, USA.
Career
Throughout his career Rubio served in various garrisons, in addition he was an instructor at the Military School of Chorrillos and the School Infantry. Between 1966 and 1968 he was military attaché in Chile. As Brigadier General he was Head of the Special Forces Detachment and Commander of the Ninth Armored Division. During the government of General Juan Velasco Alvarado he was Minister of Food. In 1978 he was Commanding General of the Academic Centres and became State Major General of the Army in 1979. He was chairman of the Joint Command of the Armed Forces (1979–1980).
In 1981 he was Commander General of the Army and as such was responsible for the operations of the Cordillera del Condor, acting at the Paquisha point in the confrontation with Ecuador. Since his arrival at the command, he discharged about 50 colonels and generals for poor budget management. That firmness had earned him silent, but powerful enemies.
Death
When doing an inspection round, his helicopter landed first at the Castilla air base. Mysteriously, the helicopter had no guard the night before the crash. Service technicians later testified that two plainclothes officers entered and stayed for about fifteen minutes with the aircraft before leaving. The head of security, Colonel Juan Campos Luque, did not reinforce the guard. That same day, a scheduled transfer of the General Staff included the commanding general of the First Military Region, Montoya Montoya, Hoyos Rubio's brother-in-law, along with his aide, Major Alfonso Calderón Otoya. Interestingly, Calderon did not show up. At 8:00 a.m., 17 high-ranking officers took off next to Hoyos Rubio. Twenty minutes later, the helicopter disappeared from radar.[3]
Community members in the province of Sullana reported hearing an explosion that morning. However, Campos Luque made no immediate moves. It took 10 days before the helicopter was found", with the official version that it had been an accident.[3]
Over time, the pieces of the political and military chessboard took striking directions: Alfonso Calderón became a magistrate of the Judiciary under the influence of Vladimiro Montesinos; officers discharged for corruption were reinstated; Campos Luque rose and was sent as a military attaché to Uruguay, and years later, in the government of Valentín Paniagua, he came to direct the National Intelligence Service (SIN).
