Raymond McGovern is a former CIA veteran who chaired National Intelligence Estimates and personally delivered intelligence briefings to Presidents Ronald Reagan and George H. W. Bush, their Vice Presidents, Secretaries of State, the Joint Chiefs of Staff etc.

Ray McGovern is a former CIA analyst from 1963 to 1990 and Robert Gates' branch chief in the early 1970s.

In 2002, Ray McGovern established the Sam Adams Award "to reward intelligence officials who demonstrated a commitment to truth and integrity, no matter the consequences."[1]

McGovern now serves on the Steering Group of Veteran Intelligence Professionals for Sanity (VIPS).[2]

Afghanistan

On 26 August 2021, the day of the 2021 Kabul Airport attacks, Ray McGovern tweeted:

Do today's bombings at Kabul airport have signs of a false flag attack?

If prior intelligence was so accurate, why was attack not nipped in bud?

Key question as always: CUI BONO – who profits from killing Americans at this point?

Biden better ask it, before he gets sucked back in.[3]

Russian hacking

"The NSA holds the key to Russian hacking allegations"

"The NSA holds the key to Russian hacking allegations," says ex-CIA analyst Raymond McGovern:[4]

“The heavies in the Washington Establishment (including Hillary Clinton, John Podesta, and CIA chief John Brennan) have strong incentive to keep Trump out. They have pulled out all the stops, using the corporate media to “show” that Hillary Clinton would have won absent a heavy Russian thumb on the scale. The media have seldom been more effective implementing President George W. Bush’s dictum to “catapult the propaganda.” Amidst all this, Ray and his VIPS colleagues have done everything they could to expose what is going on.”

9/11

About 9/11, Ray McGovern stated "I think at simplest terms, there’s a cover-up. The 9/11 Report is a joke."

In 2011 he said that even though the 9/11 attacks occurred more than a decade prior, the US Congress was continuing to exploit them to pass "evermore Draconian laws", rolling back civil liberties and he noted that the US senate had signed off on the military's policy of indefinite detention without trial.[5]
