CIA Chief of Station in Venezuela, possibly in the early 2020s with a big fondness for regime changes.

Enrique 'Rick' Angel de la Torre was CIA Chief of Station in Venezuela, possibly in the early 2020s.

Background

He was born of Cuban-American parents.[1]

Education

Rick took a Bachelor's degree in Business Administration from Florida International University.[1] he was in the US Navy from 1990 to 1995.

Career

Based on his CV, he might have started working for the CIA around 1995.[2] Based on his writings, he might possibly have worked in Colombia and [Mexico]].

Before publicly joining the CIA circa February 2016, de la Torre worked at the descendant of Ross Perot's Electronic Data Systems (EDS) as a senior account representative circa September 2004 to August 2006, presumably under deep cover[3].

He was CIA Chief of Station in Venezuela[4][5], possibly in the early 2020s.

He retired from the CIA taking around June 2024.

In late 2025, he formed his own lobbying firm, Tower Strategy LLC, advertising former U.S. Ambassador to Venezuela James B. Story as a "strategic partner." All four of Tower Strategy’s newly registered lobbying clients were picked up through work at his previous employer, the D.C.-based firm Continental Strategy. Continental was founded in 2021 by Carlos Trujillo[6], a former U.S. Ambassador to the Organization of American States (OAS) with close ties to the U.S. secretary of state Marco Rubio. De la Torre spent roughly 11 months as both a lobbyist and registered foreign agent through Continental Strategy, including for the Dominican Republic's spook agency National Intelligence Department (DNI)[7] and for the Ministry of Foreign Affairs of Guyana, whose western Essequibo region has long been a source of tension with Venezuela.

Writings

Since retiring he has propagandized against the governments of Venezuela and Mexico.[8]

Indirectly describing his activities and assets in Venezuela, he wrote in November 2025 that "Remove that shield and factions inside the Venezuelan military, which have always been more divided than outsiders admit, will finally be able to calculate their interests without foreign handlers standing over their shoulder. The country has democratic muscle memory. It has opposition leaders, judges and technocrats who have not disappeared, only been forced underground...Ending Maduro's rule is not adventurism. It is the logical correction to a decade of drift. It requires leverage, coordination with regional partners and a credible American posture that signals the era of free passes is over."[9]

He pretends the CIA's has no role in creating problems in Mexico, including thorough the Agency's destabilizing drug smuggling, writing in October 2025 that "Mexico should be rich beyond measure. It has oil, minerals, industry, farmland, and direct access to the largest market in the world. Its people are industrious, proud, and endlessly creative. Yet under President Claudia Sheinbaum and her Morena government, the nation is being drained by ideology, incompetence, and corruption disguised as reform. The problem is not the people. It is the leadership...Security has collapsed"[10]

He might have been hinting at his asset when writing about Colombia, "No one's casting votes yet, but look at Colombians like Juan Carlos Pinzón and you remember what competence used to look like. As a former defense minister and ambassador to the United States, he’s consistently shown what it means to lead with discipline, strategic clarity, and respect for institutions."[11]

In August 2026, de la Torre registered as a lobbyist for Nexo Capital, a Cayman-based crypto firm previously fined $45 million, including regarding sanctions policy.[12]
