Édouard Léon Raoul Balladur was a panelist of the session on The Public Sector And Economic Growth at the 1987 Bilderberg.[1]
Background
Balladur was born in İzmir (Smyrna), Turkey, to a banking family of Armenian ancestry, with longstanding ties to France. The family with five children emigrated to Marseille in the mid-to-late 1930s.[2]
Education
He took a first year of law degree at the University of Aix-Marseille, with grades which allowed him to study at the Sciences Po Paris. On his arrival in the capital in 1946, the young Édouard Balladur settled with the Marist brothers — the famous 104, rue de Vaugirard, frequented fifteen years earlier by François Mitterrand. He studied law at the Sciences Po, from which he graduated in 1950. Tuberculosis kept him away from studies but, cured, he entered the National School of Administration in 1955, graduating in 1957.
He set up a small study group at ENA, with Jérôme Monod, Pierre Verbrugghe, who would later become prefect of police of Paris, Jacques Calvet, future CEO of Peugeot, and Jean Dromer, future CEO of Louis Vuitton. In his mandatory internship, he chose to join the Council of State, the Litigation and Public Works sections.
Career
In 1962, he became an advisor to the director General of the public broadcaster Radiodiffusion-Télévision Française (RTF). In 1964, he moved to the cabinet of Prime Minister Georges Pompidou. In 1967 he was admitted to the Supervisory Board of RTF's successor organization ORTF, one year later to that of the National Forestry Office and he became president of the Society for the Construction and Use of the Mont Blanc tunnel (until 1980). After the violent unrest in May 1968, he assisted Pompidou as an adviser to the Grenelle Agreement. When the latter won the presidential election in the same year, he appointed Balladur first as deputy secretary general and in 1973 as secretary General in the Presidential Office (Élysée Palace). This gave Balladur the task of managing the presidential administration during the president's illness, which eventually led to Pompidou's death in April 1974.
After the election of Valéry Giscard d'Estaing as President of the State, Balladur returned to the Council of State in 1974. In 1977, he took over the management of Générale de service informatique (GSI), which is responsible for IT services, a subsidiary of the energy company CGE (later Alcatel). In 1980, he took over the management board of another subsidiary of the group: the battery manufacturer CEAC.
Family
He married Marie-Josèphe Delacour(1934-2025), from a family of industrialists from Saône-et-Loire in 1957. They have four sons: Pierre (doctor, PU-PH), Jérôme (investment banker at Lazard Frères), Henri (co-director of Euro RSCG Geneva) and Romain (born in 1969).
